PROCEDURE: 

 

In a beaker, dissolve sodium polystyrene sulfonate in water.  Once it is dissolved, add EDTA.  Add remaining ingredients, one at a time.  Mix until homogeneous.  If necessary, adjust pH with citric acid and viscosity with Sodium Chloride.
