PROCEDURE: 

 

Combine phase B, heat to 80°C.  Combine phase A, heat to 80°C, add phase A to phase B, mix for 15 minutes.    Add  ingredients of phase C to phase AB at 40°C., mix until homogeneous.  Add phase D, mix until uniform.
