PROCEDURE:

 

Combine components of Phase A and heat to 70°C with mixing.  Combine phase B.  Heat Phase B to 70°C, add Phase A to Phase B and continue mixing while cooling.  Prepare Phase C by adding the parabens to the propylene glycol and heating gently to dissolve the parabens.  When phase AB is at room temperature, add Phase C and mix until uniform.
