PROCEDURE:

Heat water to 75° C.  Add in Carbomer and stir until dissolved.  Add remaining water-phase ingredients and stir until dissolved.  Separately heat and mix together the oil phase-ingredients to 72°C.  Slowly add the oil phase to the water phase with agitation.  When uniform, stir cool to 55°C.  Separately heat the silicone-phase ingredients to 50°C.  Slowly add this silicone phase to the emulsion with agitation.  Stir for 30 minutes.  Cool with agitation.
